Welcome to RES News, a newsletter from Research Enterprise Services, serving the administrative needs of numerous science units on campus. Look for this update every other month, and please keep an eye on res.berkeley.edu, where you can access all services and information.

As you all know, the federal stimulus package is infusing a significant amount of new funding into the various agencies with research budgets. Program directors are looking for projects on which to spend their new funds so it would be worthwhile to reach out to your program directors to explore the possibilities of supplements to your current awards or to bring attention to proposals that were reviewed but not funded or are still pending.

The campus recently announced a policy change that affects summer salary and the new Faculty Salary Research Exchange Program (FSREP). The summary salary policy is summarized below in the HR section. Departments have flexibility in their implementation of the FSREP. We are working with each department to define their policy and will be contacting each of you to provide you with your department’s policies and procedures.

The SPO deadline for proposal submissions is fully in force. Please take this deadline seriously, as late proposals will not be processed. Information on how to request an exception is included below in the Contracts & Grants section. Please note that exceptions will only be given by the Vice Chancellor for Research in extremely exceptional situations.

We have just finished a number of recruitments in HR, Payroll, Contracts & Grants, Receiving, Purchasing and Compliance. Each faculty member has been assigned a primary contact in HR, Contracts and Grants and Purchasing. You will all be receiving handy wallet size cards for you and your lab with your contacts.
 
Many of you have heard from RES Business Services Director Kim Williams who is calling each of our investigators over the next couple of weeks to solicit feedback and input from our customers. The information received to date has been very helpful in improving and streamlining our services.

New SPO & VCRO policy on proposal deadlines implemented
Effective November 3, 2008, the VCRO and SPO implemented a new policy regarding deadlines for proposal submissions. As of November 3, complete proposals must be received by SPO five business days prior to the sponsor deadline.

NOTE: To obtain approval to submit a proposal after the SPO deadline, the Principal Investigator must send a request via e-mail to Diane Leite, Assistant Vice Chancellor for RES, dianel@berkeley.edu, with a copy to Marcia Smith, Assistant Vice Chancellor for Research Administration and Compliance, m_smith@berkeley.edu. The request must explain why the proposal is late and describe the reasons why it could not or cannot be submitted on time. The justification will need to be very compelling for it to be considered for exception to this policy.

NSF Updates
NSF - New Grant Proposal guide requires a new section if proposal incudes request for support of postdoc(s)

Each proposal that requests funding to support postdoctoral researchers must include, as a separate section within the 15-
page project description, a description of the mentoring activities that will be provided for such individuals.  ** This requirement will change to a separate document with a one page limit for proposals submitted after 04/06/09.


HUMAN RESOURCES

Policy on Summer Research Salary
In response to a growing awareness on university campuses that practices regarding the use of summer ninths from federal sources may not be in compliance with federal regulations, a new campus policy was announced February 20 by Executive Vice Chancellor and Provost George Breslauer. Effective with summer 2009 earnings, UC Berkeley faculty may not receive more than 2.5 summer ninths (48 weekdays) from federal sources. UC policy defines a month to be 19 weekdays, with a limit of 57 days for the summer. There are more than 57 weekdays available for summer compensation between the last day of the spring semester and the first day of the fall semester, thus allowing faculty to take some personal time off even if they work a full three months. Generally, this ranges from 4-7 weekdays, depending on the calendar. For full details, including information on policy exceptions, visit https://calmessages.berkeley.edu/archive/message/17888.

Electronic Earning Statements
To reduce redundancies on campus, electronic statements will no longer be available at BLU.  Beginning March 1, 2009 electronic earnings statements will be available at UC Office of the President’s At Your Service (AYSO) website, ( https://atyourserviceonline.ucop.edu/ayso/). You will receive an e-mail each payday from the UC Berkeley Payroll Office when your statement is available to view or print. Important features like “year-to-date earnings/deductions� will now be available on the AYSO site.

UC Living Well... making healthy choices
You can support UC’s commitment to the health of faculty and staff by creating a healthy work environment. That can mean supporting individual health needs, encouraging participation in health improvement programs, promoting flexible work schedules for regular physical activity, or ensuring that healthy food choices are on the menu at department meetings and events.

As we begin a new year, a good starting place is supporting 15-20 minutes of time for staff to take the 2009 Health Assessment. The confidential Health Assessment provides a baseline about health status, which can be helpful for guidance and motivation, suggestions for making healthy choices, and access to wellness coaching and other resources.

* Postdocs and some employees represented by some UC unions may not be eligible for StayWell because participation was not agreed to on behalf of their members during the collective bargaining process.

Countdown to Job Standards launch
We are rapidly approaching the spring Go Live date for new job standards. Campus managers and supervisors have provided recommendations for mapping more than 4,269 (81%) of all non-represented employees into the new job structure. 

Beginning in March, managers, supervisors, and employees will be invited to learn more through a series of open sessions and other training vehicles. This training will provide guidance to the campus on the new salary structure, salary administration guidelines, and transitioning to the new program. 

In late March and early April, managers and supervisors will be notified about new job titles for their employees, and employees will be notified individually about their new job titles, which will go live in spring 2009.



PURCHASING

RES Purchasing offers comprehensive support for all procurement activities as well as travel, entertainment, and general reimbursements.You can find information on purchasing processes, procedures, and policies at http://res.berkeley.edu, as well as instructions for using the online purchasing system, http://resaccess.berkeley.edu/news/news.php. All orders must be processed through the online system.

The purchasing office in 174 Stanley now has a convenient drop station for those wishing to drop off reimbursement requests or receipts. After you enter room 174 and turn the corner to the right, look for a hanging rack on the cubicle wall  Feel free to use the extra envelopes and deposit your documents in the hanging rack. Purchasing staff will make sure your materials reach the appropriate RES staff member as quickly as possible.



RECEIVING & STOCKROOM

The Stanley Hall Stockroom is open from 8 a.m. to 4 p.m. Monday-Friday to all customers. Stanley Hall occupants can access the stockroom with card key 24 hours a day, 7 days a week. Johann Yopp, your Fisher representative, is on site from 9 a.m. to 2 p.m. Monday-Friday for assistance. Orders placed on fishersci.com  by 1:30  p.m. can be delivered within one hour on the same day, or can be picked up in person within 15 minutes of placing the order. All orders placed after 1:30 will be delivered the next morning or can be picked up by the customer until 3:30 p.m.on the day of the order.

If you still need a username and password come down to 156 to pick it up so you can start using the stockroom.
